Are privately owned health clubs obligated to Americans with Disabilities Act?

If ADA does apply, who if any body, enforces this law?

That depends on whether or not the health club allows anyone to join. Private clubs are specifically exempted by section 307: "The provisions of this title shall not apply to private clubs or establishments exempted from coverage under title II of the Civil Rights Act of 1964 (42 U.S.C. 2000-a(e)) or to religious organizations or entities controlled by religious organizations, including places of worship."

If the health club allows anyone to join without any sort of membership requirements, they are definitely required to follow the ADA. The Attorney General is supposed to enforce this law. You can file a complaint with them by going to the source below. You can alternatively file private suit against the health club in civil court.
