Do health clubs have a policy against using cell phones in the locker room?

Also, does the policy work and is the policy enforced or just an honor system?

The policy is actually for 2 reasons. First, as already mentioned in other responses is courtesy.
The second, and more important is privacy. As most, if not all cell phones now have a camera feature, the policy is usually put in place to prevent the possibility of pictures being taken.

As for how its enforced, it’s an honour system, but only to a certain extent. They don’t have cameras in the change rooms or anything, but most gyms will take complaints of this nature VERY seriously.
